Abby Howland Woolsey was an influential figure in relief work and nursing. Discusses the conditions of the Washington Jail, and the work of her sister Eliza Newton Woolsey Howland and Mrs. Stull [sp] there. Eliza's husband Col. Joseph Howland will present facts and statistics provided by Gibbons or Mrs. Stull to the state senators. Col. Howland was the New York State Treasurer. Asks Gibbons for vocational skill ideas to teach African American women at the Hampton Institute.
