William Tallack was a prison reformer who who served as Secretary of the Howard Association. Aaron M. Powell was a Quaker social reformer who helped found the American Purity Alliance. Asks Powell if his branch of Friends could influence Southern States to abolish the chain gang system. Written on the back of Howard Association stationary. Possibly a copy; note written in pencil (possibly by Phebe C. Wright) at the top states that the letter was forwarded to a committee.
