Julia Richman was an educator who served as the first female district superintendent of schools in New York City, 1903-1912. Discusses the regulations for admittance of delinquent students to the Parental School. Suggests that Jackson's institution and the Colored Orphan Asylum in Brooklyn join their resources and segregate the delinquent children from the dependent children.
