Description
Josephine Shaw Lowell was a progressive reform leader, best known for creating the New York Consumers League in 1890. She writes that a bill has been presented to the Social Reform Club and discussed in relation to the question of how to treat vagrant, drunk, and disorderly people. A committee of three has been appointed to report on the bill.
