Abby Howland Woolsey was an influential figure in relief work and nursing. Thanks Gibbons for the documents concerning the conditions of the Washington Jail. Woolsey's brother-in-law Col. Joseph Howland (the New York State Treasurer) has written a letter to Senator Morgan about the jail but doesn't feel optimistic about their efforts to instigate reform.
