William Alexander Hammond was a doctor, the eleventh Surgeon General of the United States Army during the Civil War, and the founder of the Army Medical Museum (now the National Museum of Health and Medicine). Written on Surgeon General's Office stationery. Authorizes Gibbons and nurses of her selection for service at Point Lookout Hospital, Maryland.
