Frederick D. Grant letter to Ellen Collins
Frederick D. Grant, son of President Ulysses S. Grant, was a military official and diplomat who served as the police commissioner of New York City. Ellen Collins was a philanthropist. Approves of her recommendation to provide the same education for both currently employed police matrons and future employees.
