Written on "The Woman's National Press Association" stationery. Charles Frederick Scott (1860-1938) was a congressperson from Kansas. On behalf of the Peace and Press Associations, thanks Scott for introducing a bill in Congress to abolish capital punishment in the District of Columbia. Frames the issue of capital punishment in larger ideas about the purpose of law and in terms of civilization and barbarity.
