Written to his father-in-law while Howard and his wife Katharine Wistar Elkinton were in France as relief workers. Discusses his and Kit's finances. Expects that their work at Èvres will be concluded by the spring. Discusses the possibility of more American relief workers being sent to France. Describes two fires that had taken place in the town, the second of which involved Moroccan French soldier casualties. Briefly comments on the negative French attitude towards the Moroccan soldiers; "the French say... 'they come to France to get rich and see they are burnt by their own avarice.' In dying from their suffering in the cold of a French winter and the fact that they are 'forced labor' the remark is a bit cruel."
